Founder, Chairman & CEO
Richard Encarnación is the Founder, Chairman and CEO of RDE Group Corp, an international project-development and execution platform operating across institutional capital, energy infrastructure, critical minerals, advanced waste conversion and strategic cross-border transactions.
Under his leadership, RDE Group has expanded from institutional advisory and strategic transactions into an integrated industrial platform, including the acquisition of Tessomo Technologies Ltd. in the United Kingdom, expansion into multi-country mineral-development initiatives, and the development of energy and infrastructure capabilities serving international markets.
His experience spans institutional finance, banking, international trade, energy, economic development, government engagement and operational leadership. His work focuses on structuring complex projects, reducing barriers to institutional capital and coordinating the commercial, financial and strategic relationships required to move projects toward execution.
Encarnación has also pursued advanced academic and executive study internationally. In 2026, he was selected for a University of Cambridge program and received the Jeremy Bentham Scholarship through The Oxford Exchange for residential study at Oriel College, Oxford.
His 2026 professional recognitions include selection as a National Black speaker, finalist recognition in the U.S. Forces in Business Awards, and recognition by the U.S. Minority Chamber of Commerce as a Guest of Honor.
A U.S. Marine veteran and university professor, Encarnación brings experience across public service, finance, education and private-sector execution to RDE Group's expanding international platform.

Richard Encarnación leads RDE Group's global strategy, project development and institutional relationships. Under his leadership, RDE has expanded across energy systems, critical minerals, waste conversion, institutional capital and strategic infrastructure, including international partnerships and the acquisition of Tessomo Technologies Ltd. in the United Kingdom.

Eugene Ugiagbe oversees RDE Group's operations, project coordination, strategic partnerships and business development, supporting the execution and expansion of the company's international industrial platform.

Director, SendSure
Frank J. Sandoval leads SendSure’s technology operations and service-delivery strategy as part of RDE Group’s financial technology platform. A former BNY Vice President, he brings more than 20 years of enterprise banking and financial-technology experience, including leadership of mission-critical Tier II and Tier III support operations across the Americas.
His experience includes global IT service delivery, client-facing banking applications, technology modernization, regulatory compliance, corporate governance, and cross-functional operations. At SendSure, he supports the development of secure, scalable technology infrastructure designed for global payments and financial services.
Oludele Ogunrinde
Director, RDE Group Minerals
Oludele Ogunrinde is a technology executive, institutional advisor, entrepreneur, and educator with experience spanning Microsoft, Verizon, higher education, and international business development. He is a member of the University of Houston C.T. Bauer College of Business Advisory Panel, an adjunct faculty member at Tarrant County College, and a graduate of the McKinsey Forward Program.
As Director of RDE Group Minerals, Oludele supports the development of RDE’s minerals portfolio, strategic partnerships, investment relationships, and cross-border opportunities across the United States, Nigeria, and Canada.

As Founder and CEO of Tessomo Technologies Ltd., Eugene has played an important role in expanding RDE Group's capabilities in waste conversion, recycled fuels, alternative energy and circular industrial solutions. Following RDE Group's acquisition and integration of Tessomo, he supports the alignment of Tessomo's technology and market capabilities with RDE Group's broader energy, infrastructure and international project-development platform.
Within RDE Group, Eugene works closely with executive leadership and international partners to coordinate project opportunities, commercial relationships, government and institutional engagement, technology partnerships and execution across multiple markets.
His current focus includes supporting RDE Group's growth across energy systems, waste-to-energy and advanced fuels, infrastructure, strategic resources and international project development, while strengthening the operating partnerships required to move projects from commercial opportunity toward deployment.
